Private Sector Backs COP30 Action Agenda with Energy Implementation Plan

London, 24 June 2025 – A coalition of leading private sector companies and associations has today pledged to accelerate investments in renewable energy, partner with governments to fast-track the delivery of energy and climate goals, and support the COP30 Action Agenda ahead of this year’s pivotal climate summit in Belém, Brazil. In a letter presented to COP30 CEO Ana Toni during London Climate Action Week, the Global Renewables Alliance and fellow signatories call for urgent action to scale up renewables, demonstrate tangible progress on the Global Stocktake goals, and ensure the UN climate summit in Belém becomes a turning point for implementation. 

“COP30 inaugurates a decade to accelerate the implementation in all Global Stocktake agreements. We must learn from the renewable sector that has shown the way in the last decade”, said Ana Toni, CEO of COP30. “This joint call from the private sector will ensure the energy transition is inclusive, ambitious, and fast, and can serve as a catalyst for other sectors to accelerate their own transition.” 

The letter– Mutirão: Scaling Renewable Energy – outlines seven priority actions for governments to deliver at COP30 to triple renewable energy capacity, double energy efficiency, and transition away from fossil fuels by 2030, as agreed at COP28. These actions include a leader-level COP30 moment to advance national delivery plans, scaled-up finance for clean energy in emerging markets, grid and storage investment plans, and a UN dialogue on the managed transition away from fossil fuels.  

It is backed by the GRA COP30 coalition, including multinational companies and industry associations active globally and in Brazil, and was handed over at a high-level reception hosted by the Global Renewables Alliance (GRA) following the State of Climate Politics Forum.  

“Implementation is already underway and accelerating – driven largely by the private sector,” said Ben Backwell, Chair of Global Renewables Alliance. “Around the world, businesses are delivering clean energy solutions at scale, proving that the energy transition is not only possible, but profitable and in motion.” 

Recent polls and studies across multiple regions confirm strong public support for decisive climate action. Meanwhile, business leaders across industries have signalled their readiness to lead the clean energy transition, with 97% of executives backing a move away from fossil fuels to a renewables based electricity system. The letter represents this growing alignment between societal expectations and private sector commitment to accelerate implementation. 

“Brazil has shown what’s possible when there is policy consistency and private sector leadership,” said Elbia Gannoum, Special Envoy for Energy for COP30, CEO of Brazilian wind association ABEEólica and Vice-Chair of GWEC. “But to fully unlock our potential – and meet global targets – we need to fix the fundamentals. This call to action is about scaling what works.” 

The letter notes that in 2024 Brazil added over 21 GW of new renewable capacity—18 GW solar and 3.3 GW wind—supported by nearly USD 37 billion in clean energy investment and more than 340,000 jobs. However, challenges such as grid congestion, high financing costs, and permitting delays continue to limit progress. 

“COP30 is a vital opportunity to showcase progress, inspire global confidence, and accelerate delivery through stronger public-private collaboration,” said Bruce Douglas, CEO of the Global Renewables Alliance.  “The private sector is ready to rapidly deliver renewable energy at scale. Governments must urgently step up with stable policies that unlock this huge potential. What’s needed now is confidence, coordination, and capital.”  

The letter is coordinated by the Global Renewables Alliance, with signatories including ARUP, CIP, EDP, Fortescue, Iberdola, Octopus energy generation, Orsted, SSE, Sunotec, Aeris, Atlas Agro, ANE Brazil, E+ Energy transition, EDF Power Solution, ENBPar, ENGIE,  Goldwind, Green Energy Park, Hitachi Energy, Hydro, Mingyang, Moeve, Neoenergia, Norte Energia, Ocean Winds, Prumo, Renova Energia, and industry associations ABEEolica, ABIHV, ABRAGE, ABSAE, ABSOLAR, CELA, cerne, the Global Wind Energy Council, the Global Solar Council, the Green Hydorgen Organisation, Long-Duration Energy Storage Council, the International Hydropower Association and the International Geothermal Association.  

It remains open for new signatories ahead of COP30, with further handovers planned to international institutions and national governments in the coming months.
