Dear World Leader,

We, a global coalition of organisations, recognise and applaud your leadership in committing to a global tripling of renewable energy capacity by 2030 at COP28. We are committed to support the acceleration of renewable deployment at all levels and take the necessary actions to meet the 3xRenewables goal, including progress on grids and storage. However, there is now an urgency to move from global commitments to collaboration, national targets and local implementation to achieve this target and accelerate the energy transition.

As part of the wider Mission 2025 campaign, we encourage you to Now Deliver Change by swiftly developing ambitious Nationally Determined Contributions (NDCs) with numerical renewable energy targets and enabling policy reforms that are:

  • Ambitious: aligned with the GST outcome and 1.5°C pathways.
  • Specific: include quantifiable, renewable energy capacity targets for 2030 and 2035.
  • Actionable: be underpinned by robust energy, resource and investment plans that provide certainty to the industry and finance sector.

Setting renewable energy targets in NDCs and integrated energy plans, aligned with broader emission reduction goals, can help close the ambition gap and chart a clear path to tripling renewable energy capacity, alongside the transition away from fossil fuels. We emphasise the need for plans that ensure the benefits of renewables are equitably distributed and that the process leaves no one behind. Grid infrastructure and storage should also be recognised as critical elements in a swift and secure energy transition.

A decisive commitment from national governments to incorporate renewable energy targets into their NDCs, alongside building the enabling policy conditions, will send a strong political and market signal, providing greater investment security. Clear and ambitious targets within NDCs offer long-term policy certainty, reduce investment risks and encourage private sector participation. Over 86% of renewable energy investments came historically from the private sector. Investors are more likely to commit substantial capital to projects when they have confidence in the stability and predictability of government policies.

After the UAE Consensus, it is time to maintain the political momentum for accelerating renewable energy, doubling energy efficiency and transitioning away from coal, oil and gas, across the world. It is Time 4 Action and time for NDCs to be brought into the mainstream dialogue as a crucial vehicle for implementing the 3xRenewables target by 2030.

This letter sends a clear message to governments: NDCs are not just a United Nations requirement but a commitment to our children and grandchildren. They signify the global community’s roadmap to securing a sustainable future and fostering a prosperous economy for future generations.

We, the signatories of this letter representing private sector, industry, finance, civil society from across the world, ask governments to Now Deliver Change by developing ambitious NDCs with specific renewable energy targets by February 2025. We stand ready to work together with governments, investors, industry and civil society to deliver the step change in renewable energy deployment needed to power sustainable economic growth and protect our planet for the benefit of people across the world.
